Air Quality Standards

The standards were promulgated by the Environmental Protection Administration, Executive Yuan through order no.1010038913 on May 14, 2012.

Article 1

The standards were stipulated based on item 3 of Article 5, Air Pollution Control Act.

Article 2

The air quality standard of each air pollutant is stipulated as the following:

Article 3

Definition of all average:
  • Hourly average: Arithmetic mean of all measure within one hour
  • 8-hour moving average: Arithmetic mean of 8 continuous hourly average
  • Daily average: Arithmetic mean of all hourly average within a day
  • 24 hours value: Value of analysis after 24 hours of continuous sampling.
  • Monthly average: Arithmetic mean of all daily average within a month.
  • Yearly average: Arithmetic mean of all daily average within a year.
  • Yearly geometric man: Geometric mean of all 24 hours value within a year.

Article 4

If the concentration of fine suspended particulates in air pollution control zones and total quantity control zones is in conformity with the following regulations, it is considered that the air quality is abide by the standard:
  • With general monitoring stations: List in order from lowest to highest the valid 24-hour value for each year within said zones. Take the value corresponding to the 98th accumulative percentage, and calculate the average value for three consecutive years. Average this value with the average values of other stations, and the resulted value should be less than the 24-hour value of fine suspended particulates in the air quality standards.
  • With general monitoring stations: Get the average of the average values of three consecutive years of one station, and then average it again with the average values of all stations in the zone. The resulted value should be less than the annual average value of fine suspended particulates in the air quality standards.
  • The aforementioned general monitoring stations are those that were installed or recognized by the central competent authority. Data from a monitoring station will not be included in the calculation if the monitoring station's valid values account less than 75% of all values it monitors in a year.

    The determination of whether items other than fine suspended particulates are in conformity with air quality standards is stipulated by the central competent authority elsewhere.

Article 5

The standard method of monitoring the concentration of fine suspended particulates (PM2.5) is the manual monitoring method of fine suspended particulates (PM2.5) stipulated by the central competent authority.

    The aforementioned monitoring value can be replaced by automatic monitoring data after the data is calculated and converted to a value corresponding to the manual monitoring value.

    The determination of whether items other than fine suspended particulates are in conformity with air quality standards is stipulated by the central competent authority elsewhere.

Article 6

The standards take effect on the date of promulgation.
